Reviews in German: CITY HALL. John Cusack plays the idealistic deputy mayor of New York who worships his boss, John Pappas (Al Pacino), a canny, histrionic populist with presidential ambitions. A black child accidentally killed in the crossfire between a pusher and a narcotics detective leads to exposure of corruption in the criminal justice system. The movie becomes increasingly gripping, but then ends feebly. Perhaps with Hollywood heavyweights Paul Schrader, Nicholas Pileggi and Bo Goldman helping out on the script, it's a case of too many cooks. -- Philip French in Mail & Guardian
